Because it is stuck. Take it to a garage and have it looked at, how on earth do you expect anyone on the Internet, who can not see you car, to tell you what is wrong!!
The wiper switch on the ParkAvenue could be bad. Or, the intermittent relay for the wipers could be stuck, causing the wipers to run.

If you have the A/C turned on the cooling fan will run continuously which is normal. If that is not the case then the thermal relay may be stuck shut.
There is a tensioner pulley on the belt and this should take care of this. Check the diagram of the belt routing just in front of your radiator. Tensioner pulley may be stuck also
It could be low on coolant, A stuck open thermostat, A broken/stuck blend door actuator.
Remove the power trunk release, it may be stuck and holding the latch to the open position. I had same problem and found that if I use the key to unlock power lock then closed trunk - it worked.
