The normal position of the inertia switch button is down , if it has popped up then the switch is tripped and no power is going to the electric fuel pump
No power will go to the electric fuel pump until the inertia switch is reset by pushing the button down if it has popped up on the top of the switch
( Down ) if the button has popped up that means the fuel pump inertia switch has tripped

According to the 2001 Ford Ranger Owner Guide : The fuel pump shut off switch ( inertia switch ) is located in the front passenger foot well , by the kick panel * the kick panel is the interior trim panel , in front of the front door , beside the passengers right foot and the reset button is on top of the switch ( if the button has popped UP then no power is going to the ELECTRIC fuel pump
If the fuel pump inertia switch has " tripped " so the button on top of the switch has popped up , by pushing the button down the switch should reset and restore the electric flow to the electric fuel pump

The button on top of the fuel pump shut off switch ( inertia switch ) should be ( DOWN ) If the button has popped up on the top of the switch then no power is going to the electric fuel pump
The reset button for the fuel pump inertia switch should be DOWN , if the button has popped up there is no power going to the electric fuel pump and the switch needs to be reset by pushing the button down
If you mean the fuel pump inertia switch , the button should be down . If it has popped up , the switch is tripped and there is no power going to your electric fuel pump
