Most passlock systems will reset if you do the following steps:
Turn the key to start briefly , release the key and leave in the on position for 15 minutes. Turn the key to off and remove from the switch.... then again, insert key, turn to start briefly, release and leave in the on position for 15 minutes. Repeat a 3rd time and it should start. If not, try a 4th time. Have a well charged battery before beginning the procedure. good luck

Leave the key in the ignition and let the anti-theft light flash. Let the key in for about ten minutes, and when the light stops flashing, the system is reset.

.You can reset the antitheft system, on your 2003 Chevrolet Cavalier, by removing the fuse. Keep the fuse out for 10 seconds. Replace the fuse to its original slot
In some cases when you do major surgery on your car when equiped with anti-theft you need to reset the anti-theft trigger.Not sure if that is the prob on this car but worth lookin into.
