The wiper control module on a 1998 Mercury Grand Marquis can be found behind the instrument panel. It is close to the steering column, on the right side.
it is called lights control module box.It is under the sterling wheel.

There are many reasons. A bad Thermostat. A bad Heater Core. A Bad Control Module. Turn off the radio and IF you have the Climate Control Module, switch from AC to heat and listen carefully to see if you can hear the ducts moving inside the dash.
