The PCM can be rest on a 1998 Dodge Stratus by connecting an ODBII code reader. It reads all the information stored in the computer and can directly reset the ECM as needed.
You should be able to reset the PCM by disconnecting the battery for 30 seconds. Make sure you have disabled the anti-theft feature on the stock stereo (if so equipped) before disconecting the battery or you will not be able to use your radio. After the PCM has been reset you will need to drive the vehicle in a variety of conditions in order for the PCM to re-learn the proper information.

i assume you mean by "RPMs" ,ignition timing,sadly you cant,its controlled by the PCM(computer) if you want to adjust idle speed, again ,no the PCM controls that through a device called Idle air control (IAC) if it wont idle, you have to find out why,there are no adjustments on this or any other modern engine other than spark plug gap.
