If you have access to photoshop or photoshop elements its very easy. Use the "save for web" feature found in the file menu. If its a JPG and you dont have photoshop, change the quality setting in another image editor. Change it one step at a time until you get the file size you need. JPG quality goes from 1 to 12 but many editors dont have the 11 or 12 quality setting and some use 10 to 120 instead but its the samr thing with a zero. If the change doesnt get the picture small enough be sure to delete the changed image and not the original as the new one is less quality. Also dont save over the original. If that doesnt work you may then need to reduce the image size. Use the change image size feature (not the paper or canvas size) and be sure to check the box to "constrain proportions to keep the aspect ratio.
Depending on the original pixel size you can use the image , resize and then adjust the pixel resolution. Its always best to scan in or create in 300 and above DPI
