When you plug your device into iTunes you can sync to the last time you updated. Just go to the home screen and click "backup" it will chose the last backup and make sure you really want to do it.
Or just download the app from the Apple app store again, you won't have to pay again, it'll notice you had it before.

Your iPhone should have come with a connection cord used to plug into a USB port. Plug the first part of the cord into your iphone and the other part into the USB port on your computer. From there, iTunes should automatically sync your apps to your iPhone.
Connect your iPhone into your MAC or PC and iTunes should pop-up (if it doesn't it means you've disabled it to do so, so open it up yourself). In the top left side of the screen on your MAC, click file, then there will be a button which says 'Transfer Purchases from iPod'. It does not matter if you connect iPhone, iPod, iPhone... it will do it with anything. Also it includes all free and paid apps.
After doing this disconnect iPhone and connect iPad where just sync it; MAKE SURE that the box 'sync apps with iPad' is ticked, you can check it when you connect your iPad to iTunes, click on it and there will be a tab called 'APPS', there you will find the box.
