I assume u r using xp, try this when u start the window, before the screen window pop up keep press the F2 key, then u will see the screen set up, look for the security and use arrow cursor to go into the and select the set user password, try to renew yr password, remember at this level the mouse is not working u can only use arrow key and enter
yes you can put a password on the the hard drive forcing the user to enter a password during POST before the OS boots or on the operating system depending on the OS you would find this in user options or somthing to that effect.

well, for one thing its so that other people you are with can't just go on and do whatever they want to your laptop an invade your personal privacy. if you have a username and/or password , then they would need to know it in order to log onto your desktop and do whatever they want.
