To run a backup in Windows Vista the must do the following:
1) Press "Start" logo
2) Then search "Backup"
3) Open the program called "Backup and Restore Cente"
4) You then just press Back up files and follow the instructions! Hope this helps!

If memory serves, backup and restore in vista requires the RPC process to be running, which doesn't run in safe mode. Your best bet is to reinstall Vista, get it up and running in "normal" mode, then do your restore.
