Well, I've had my parsun 5hp for a year now and it is still running as the day I bought it. running is smooth and ignition as easy as 1-2-3. please note that I run this motor on fresh water during the summer approx.40-50hrs per year. I know that everyone is suspicious of china-made products that were not so reliable in the past. But times are changing and very fast. hope that helps.
It depends on the size craft it is pushing. A 5hp outboard should run fast enough to plane out say a 10 to 12ft. aluminum boat with one man aboard.

No, you only have phase a and b. The motor will run as smoothly as a 3 phase motor that has lost a leg of power. That is if the motor is designed for 208v in the first place. Not a good idea.

you can take off the govonor of the motor (google it) and you can also take the exust pipe/muffler off for more air flow giving you more power
