Can you change a picture from bmp to a JPEG?

Yes you can open the file with a progam then save it again with the jpeg file extention. When you save (Windows) there will be a drop down list of the file extentions that the file can be saved as or you can change the file extention manually by typing .jpeg. bare in mind some applications you may not be able to save as a jpeg but many generic apps can. you may loose some picture quality though!

When you retouch a 4.4 mb JPEG in PSP XI somehow it is saved as a 536 kb file How can you stop that?

The nature of a jpeg file is to decrease file size by a compression logarithm that takes out some information. Each time a jpeg file is saved it is compressed further, losing more information each time. Save the file as a psd file before any editing, then when finished save as a jpeg, retaining the psd file if further changes are needed.

Can you retrieve a JPEG file out of a HTML file?

A .jpeg file is not in an HTML file. It is a separate file that is called from the HTML file to display on the browser. You can get the URL of the jpeg file from the HTML file and if the graphic is still there, the file can be obtained from its location. If you are on the actual web page that displays the image, you can usually right click on the image and select 'Save As' and save the file. Some web sites have their images protected to prevent you from saving their photos onto your harddrive.

How do you change a scan picture to JPEG?

Try your "Save As" function and then where it says "type of file" look for *.jpg or *.jpeg. If it's there then your computer has the software to store the image in that format. If not, you may need to buy software, but most computers read at least jpegs.
