You don't spend it. Probably the best thing to do is pay the rent. Then you know what you have left for other things. You can actually write the check and date it for the due date and put it in the envelope. Having a good budget can be very helpful in tracking money and making sure you don't overspend.

ask he/she if they are struggling paying for there rent and just offer if they would like to live with you and only have to pay half of the rent.
Get advice from a friend because you definitley have a problem you need to solve. That depends on the terms of the laese, but usually the landlord leases the property, and wants the rent for all of it. It is not usually his concern how many people there are to pay it.
