'Sprichst du Deutsch?' = informal, and could be used if you are young and speaking to people who are also young.

2. "Können Sie Deutsch?" or "Kannst du Deutsch?" is another common way to ask that question. "Can you German?" almost sounds like gibberish in English, but it's perfectly understandable to a German.
