To talk to Tom Nook, just go to Nook's store (if you don't know where it is in your town, check your map by pressing X - his store will appear with a leaf symbol). Once you enter his store, you can walk up to him and press A to talk to him about selling items, checking turnip prices, ordering from the catalog, or checking in for the next part of your job, if you're still in that phase of the game.
