Germans formally use the 24-hour clock so 8 p.m. would be 20 Uhr (zwanzig Uhr), 8.30 p.m. is 20 Uhr 30 (zwanzig Uhr dreißig).
Informally, many use the 12-hour system, adding "morgens" for a.m. or "abends" for p.m..
