Be direct, don't lie, and don't be unclear (talking around the topic might confuse the person). Just break the bad news in plain language with a consoling expression on your face, say you're sorry about the bad news, and then wait and see what the person needs from you next.

So the first step is to politely say "I'm not interested in having a relationship right this moment" or you could say "I'm not interested in you, please if you could stop contacting me, it would be greatly appreciated. If your not interested in being in a relationship with the person, but would still want to be "friends", you could say "I'm not interested in you, but wouldn't mind staying friends with you". If any of these don't work, I would suggest talking to maybe one of your friends or someone you respect, with confidence that they'll be there for you and not a flake, and will be able to walk you through the tough process.
