I would say to most French people he would not be considered that bad as he did do much for France. However, I am not certain on how to gage the percentage but overall he will not be remembered as a good guy.
To say that your French is bad in French, you simply just say, Je parle mal français. In another case, if your French is very bad, you would say, Je parle très mal français.
service is spelled the same in French.
"Je vais très mal" means "I am doing very bad"
