To be able to identify the ghosts you need the Silph scope from the Rocket Game Corner building in Celadon City (its a casino-like building).
There is a guy next to the counter staring at a poster on the wall. Talk to him, battle him, and he will go away. There is a hidden switch behind the poster, flip it to reveal a secret staricase just to the right of where you are standing. You can find the Silph Scope in there, once you have it you will be able to identify the ghosts :)
