After a photo is uploaded and its map location has been assigned then it goes into the review queue where the Panoramio team reviews its appropriateness for Google Earth and Google Maps. If the photo meets the http://wiki.answers.com/help/acceptance_policy#acceptance_ge, it's usually approved.
It doesn't take too much time but because of thousands of photos added every day it can take up to 10 days between the time that you add the photo to Panoramio and the time that it's approved.

You can only see yourself in Google Earth if you were in a photo that they took. If you where, then you can see it in any version.
If a photo of you is on Google Earth, then they will make your face appear "fuzy", so it's impossible to clearly see.

First take a photo and then go to your album and then select the photo you want to send. There is some options to select all photos, trash and email. Select the email button and simply type in a email address and it should send the photo
In Google Earth there is a Photos layer (includes Panoramio and 360 Cities) which if checked will show photos in the selected view. Click the square "photo" icon on map to see the photos in a popup.
If you want to use an image outside iPhoto you can select from the Share menu or Export from the File menu to save it as a .jpeg file.
