In the Time-line view of the program, decide which photo you wish to put text on. Click on it (so it is highlighted). Then click Titles and Credits. From the menu that opens choose where you want the text to appear; at the beginning, before the selected clip; on the selected clip; at the end.
You can't overlay a photo on Windows Live Movie Maker (2011). Only text can be overlaid.

Windows 7 version of Windows Movie Maker is actually an Essentials program called Windows Live Movie Maker. It is a stripped-down version of Windows Movie Maker v2.6. Though it doesn't have all the functionality and features of its predecessor, Windows Live Movie Maker does have Title and Credits, which is where you will find a box to place text into.

You can't change the text animation in Windows Movie Maker. At least that's what I think you are asking about. In other words, the animation (how the text is displayed) standard and can't be altered at all. Unfortunately, you have to select an animation that fits the clip you are adding it to with this program. Now, other purchased video editing software applications allow you to move text wherever you like. But Windows Movie Maker is very basic with limited features.
In the top left hand corner when Windows movie maker is opened under 'Tools" ~ "options"~Advanced~you can slow down the photo/Video viewing speed which therefore slows down whatever text you have already added in the timeline view. An easier way is to carefully (so as not to change the order) in Timeline view just shorten or lengthen the duration of the text by clicking on the text box and sliding it left or right. You have to be ON that frame to do any text editing.
