First you have to have your leader be captain cutter, Second you have to make a barracks and buy ALL the upgrades for the Marines the final up grade is ODST. To send them out on the map just deploy them like regular troops, or you can dorop them in anywhere on the map with ODST leader power. hope i could help :)
