Push and hold the "DISP" button at the driving wheel to set up the MultiFunctionDisplay (MFD).
Then select "Set time" with the "DISP" button and then hold the button.
Now you can walk through the hours till its right, wait until it jumps to the next digit, change and so on.

On my 2008 Highlander, I started the engine and set the odometer to trip A. Shut off engine and restart while holding down the odometer button.
To set the clock on your Toyota Hiace, use the clock dock.
Hold down the AM button until it beeps then use the 1 and 2 buttons to set time.
There are two buttons right next to the clock. One for the hours and another one for the minutes. Set it from there and your problem should be solved! Hope that helps...

I was totally puzzled by the same problem - - followed the Owner's Manual instructions explicitly to no avail. Problem is - - there are two (2!) DISP buttons - - a prominent one on the dashboard - - a less prominent one on the steering wheel. It's the steering wheel one that you want to press and hold to access the clock reset functions. (Then make a note in your Owner's Manual that it's the DISP button on the steering wheel.)
