look to the right of the radio for a button that says clock. push it and your display shoulg show "set hour" or something similar. use the radio tuning knob to set the hour. push the button again for minutes and use the tuning to set them. if you have an older van there 2 small/tiny buttons to the right of the radio display screen. use a pen tip to push them. they are marked HH and MM.
all you have to do is tune in the station you want an then push the numbered button and hold it till the display flashes once

Yes, there is a fuse for the radio, which is probably blown. It may be a combination fuse. Controlling the radio and possibly the lighter or 12V power outlet. I had the same problem in the same car trust me there is a fuse I think it is a 20 Amp fuse

The IOD fuse is on the left side of the fuse box under the hood, is a 15 AMP fuse. Without or blowed fuse, the radio would not work, power locks does not work, accessories light would not work. This information is for a 1999 Dodge Grand Caravan.
