I would recommend starting with the user's manual for the router.

Once all of the computers are connected to the router, I would look on the Windows 7 machines to see if Advanced Networking can be selected. Windows XP does not know about Windows 7's HomeGroup, so you would need to use Advanced Networking on the Windows 7 and XP machines to put them all into the same workgroup, and then set a common user name and password on all of then so they could share files.

This is far too large a topic for this venue, unfortunately, as so many things need to be considered. I would suggest finding a competent computer tech among your friends, and perhaps bribing him with Pizza and beer.

Is the ISP the same as the network for a computer?

Not usually. Typically "network" is referred to as being your home network. This includes any computers you have wired to a router or any wireless computers accessing your wireless access point (can be the same as your router) if you have one. The ISP is the company that provides you access to the internet. This is a typical setup where "network" is anything that is connected to the left of the modem.
