I have a 1999 Vectra B 1.6. Be carefull, this is a contact engine meaning the pistons can contact the valves if cam and crank are turned independently.

For Valve timing, align the camshaft marks, and the crankshaft marks,a put the cam belt on so that there no slack on the run that is the longest. There is a tensioner that you have to loosen first before messsing with the cam belt. Loosen the mount bolt, and then release tension on the belt with an Allen wrench.

For the Camshaft marks remove the top cover, (there should be 3 torx bolts). Turn both camshafts until the two marks point at each other.

For the Crankshaft mark, remove the drivebelt, and crankshaft drivebelt pulley. You'll have more room if you take out the aircleaner assembly. You'll have fun busting the torque on the pulley. I put my car in 3rd gear, and turned the crank until a couple of the holes (these are for a proper holding tool if you have one, I didn't) are facing the rear near the crank sensor. If you stick an Allen wrench through the hole so it rests on top of the sensor mount (and be very carefull you don't break the sensor when you do this!!). The transmission, combined with the Allen wrench was enough for me to break the torque.

Once the pulley is off, the mark is visible. Align the arrow on the cambelt crank gear with a mark in the lower plastic cambelt cover at the very bottom. You should see it with a flashlight after you clean it off a bit. By the Haynes manual you are supposed to remove the offside road wheel and plastic splash cover, but I didn't have to.
