Except maybe for a cheat, the only way is to get an experience share from ruby, emerald, or sapphire (Fire red and Leaf Green works to if you have gotten to the point of the game at helping the guy with the PC) and put it on a Pokemon then trade it into your emerald and the you'll have 2. *note: you'll lose your experience share in the other game you traded it from.
All you have to do is just put a pokemon (preferrably a level 100, or at least your highest leveled pokemon) in the front of your party, and give the pokemon you want to train up the exp. share. Then it will get a share of the exp. points. The reason you would want a level 100 in front is because then the pokemon holding the experience share will get 100% of the exp.

Effort points do not exist in Pokemon HeartGold. However, there are experience points. A Pokemon will receive experience points at any time if it has been out in battle at all, but doesn't have to make a move, or is holding the exp. share.

I don't know but I would beat the league with an exp. share attached to the Pokemon you want to give experience to. It always works for me

the Experience share( or Exp. share), gives half the exp. points won in a battle to a pokemon. Example: Torterra and Nidoking are in a team. The battle is torterra vs blastoise, and nidoking is holding Exp. share. torterra beats blastoise, and instead of getting all the points(say 200), torterra splits with nidoking, so they both get half(100).
you will get the experience share when you go into Eterna City, professor Rowans assistant gives it to you.
They just wont add to your level 100 Pokemon's Experience Points. If you have an EXP. Share though, some will obviously go to the Pokemon holding it.
its a item you give your Pokemon that's too weak to battle so while you battle with your stronger Pokemon at the end of the battle the Pokemon that was in battle will get half (or all i don't really remember) of the experience and the other Pokemon will get the other half (or the same amount you would have gotten if it had battled and won)
