Two different issues- shipping a firearm ,and transferring ownership across a state line.

Except in the case of an inherited firearm, transfer of ownership of a firearm made since 1899 will require that it be shipped TO a Federal Firearms License holder, such as a gun dealer. The person receiving the firearm will go to the dealer, complete the same paperwork as if they were buying it from the dealer before they can take possession.

SHIPPING is a different matter. An unloaded rifle or shotgun may be mailed by US Mail. This is covered in the Domestic Mail Manual under restricted mailings. HANDGUNS may NOT be mailed except by a licensed dealer or manufacturer. You may ship them by UPS or FedEx Next Day Air, adult signature required. This is VERY expensive- around $100 per gun. It may be cheaper to find a dealer that will MAIL them for you- even after paying his fee and postage, it may be less. If shipping UPS or FedEx, it must be from a hub, not a UPS store.
