if the motor is bad or it's an electrical problem you can remove motor and crank shut manually, not sure what kind of tool you might need
Mine gets stuck when it is cold. I just tap it(rather hard) a few times and it comes unstuck, then you have to lift the release lever again

The first thing to do is check all your fuses.
probably water intrusion in your switch assy.
Try to open it by climbing in the back and reaching in with a finger and pushing up on the latch. If this works spray the lock mecanism with wd-40. If it does not work then try spraying the lock on the outside. Good Luck
If its the same as the 2001 subaru forester, there are two fuse panel locations: The main one is located on the lower left hand corner of the driver side dashboard where you will see what looks like a pull open ashtray holder. Pull that open and you will see that it is actually a cover for where the fuses are located.
Pull the lever with the gas pump symbol located just in front of the drivers seat.
The stock air box in a Subaru Forester contains the air filter. To reveal the air filter remove all the screws mounting it to the engine. Proceed to open the air box and replace the air filter. Reinstall the air box to the car.
Stand at the front of the car with the hood open and have a helper press the center of the steering wheel repeatedly. You'll find it.
To check the brake fluid level on a 99 Subaru Forester, you need to open the hood and locate the brake fluid reservoir. This is located on the master cylinder. There will either be a dipstick in the reservoir, or a line embossed on the side that says 'full.' If needed, add DOT 3 brake fluid.
This was answered last week and is a simple procedure. One Phillips screw holds the parking light on in my 2000 Forester. You open the hood, remove the screw, pull the lamp assembly out and you have access to change the bulb. If you are asking about changing the whole assembly, the answer is the same. --Ken
On my 2000 Forester the filler door is opened by putting the index finger of my left hand in the slot at the rear of the door and pulling outward. The filler cap is removed by grasping with the same hand and rotating counter-clockwise. A teather keeps the cap from falling off, but if the teather is broken there is a convenient clip in the fuel filler door to place the cap while refueling. My 2000 Forester has no lid on the fuel tank.
