The resitor is probably burnt out on the high mode
On your switch lanes signal stick, on the left side of the wheel,you pull it towards you and the beams will come on. Pull them again and they will shut off.

Trouble code P0108 means: MAP Sensor Circuit High Input
For Calif and New York I would think it is about righht but is high for other parts of the country. Call some local garages for estimates.
I have a 1998 Buick LeSabre and to remove the headlights there are two screws on the front just to the inside of the high beam. Once you take these two screws out the headlight should slide towards the outside of the car and you can unplug the wire connector and you now have ht headlights off.
Check the multifunction switch in the column first as it controls both high & low beams, as well as check the daytime running light module if so equipped.

That car uses a single type 9004 bulb on each side of the car. The 9004 contains two filaments, one for low beam and one for high beam. If the high beams work but the low beams do not, then either the low beam filaments in both bulbs have burned out or there is a fault in the low beam feed circuit.
Does the blower run? Runs only on high?
Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
