No. In my experience, if you start your descent at the VDP, you have waited too long, due to human factors and airframe lag you will usually be about 1 degree too high on glidepath. Instead, if you have visual contact with the runway, when it looks like a proper glidepath, cross check your distance to VDP. If you are a little before, it is time to go down. If you are more than about .3 miles before, you need to work on your visual descent angle references.
Yes, certainly 22in rims will fit. I have 22in rims currently on my 1999 Jag VDP and they look astonishing. I get lots of compliments and I may be the only person in the nation with a 99 VDP on 22's.
