modern cars have a anti-syphon swirl pot spot welded in the tank for 2 reasons 1. fuel secruity 2. prevent fuel from rushing up the filler pipe to prevent leakage on high speed cornering. Also you need to make sure the end of the pipe is lower than the tank so make sure the container you're using to put the siphoned fuel is on the floor and put the pipe right at the bottom.
