Three ways:
1. Keep fighting the person you want to slap. To fight click on the sim and click on the mean option, soon it will allow you to to slap him
2. Give your sim the grumpy, evil or hotheaded trait and you can slap sims
3. Hold down Conrol-Shift-C and enter Testingcheatsenabled true. Then in your relasionships bar, drag the bar, on the person you want to slap, to the left until the sim is your arch enemy. Then you can find the sim a slap him
