Use the same techniques you would use to smooth dents in bodywork but use a heavier dolly or spoon and a bigger hammer. After you get the dents out, you finish it with a body grinder and keep taking it down with progressively finer grit sandpaper. Since it will need to be re-chromed after this, you might as well take it to a chrome shop and pay them to do the work because they are going to re-do the work you did because that's the way they roll.
