That's because your computer doesn't have a program on it that will recognize the type of program you're opening, so it gives you the list from which to choose.
Without knowing what type of file it is, you'll have to determine that and look on the 'net for a program that will open that specific type of file.

Not my area of expertise. However, I believe there is a problem with your Windows installation. Based on the symptoms you are describing, the problem does not sound minor. Again, not my area of expertise, but I have had my share of computer problems over the years.
When you double-click any of your drives it gives you an option to choose a program to open with What can you do to open the drives by double-clicking?

I would recommend right clicking the icon in question and selecting "Open With" there you can choose the program which is right for you.

I don't know if you can restore the "Opens With" wizard, but you can change the program that opens files of that extension. Right-click on the file and select "Properties". The properties window will show what program opens that extension, and allow you to change it.
