don't twist the ignition key
Check your electric fan and see if it works, if it doesn't then theres your problem for both.
Need more info. I have this problem with my 1999. I suspect my secondary fan is the cause but it's a work in progress.

You have a leaking gasket around water pump. Just replace gasket it will solve problem
