You can put a tie strap through the spring on the governor making the tension stronger. Find the spring inside the rear engine flap, take a tie strap about half way in the spring so the spring will not extend out. It just makes the spring stiffer, but is the only thing I have seen to speed them up. Keep in mind the steering, suspension and brakes are not designed for speed.
