A cell can be in only one row. You can add additional lines within a cell, by pressing ALT+Enter to start another line within the cell. If two cells in two rows had already been merged into one cell, then they can be split by turning off the Merge and Center option. That can be done in the Format Cells dialog, which you can quickly get by pressing Ctrl - 1. A single cell cannot be split any further.

You can only split cells that have already been merged. Select the cell and go to the formatting options.

If you want to take some data in a cell and have it in another, then splitting will not achieve that. There are functions that can help in the process of taking some data in a cell and displaying it in another one, such as LEFT, RIGHT and MID. Before removing the original cell's data, be sure to copy the new cell and paste special for values into it, so that it has the data it wants and no longer needs the content of the other cell to work.

If you are speaking about entering cell data in two lines in single cell, use 'Alt'+'Enter' keys.

If you are talking about drawing a line within a cell or row, go to 'insert' menu and select the shape 'line' and drag it do draw.

In MS Excel (and some other spreadsheet programs) you do not split columns. You can add a column to the left or right in several ways my favorite is through the column context menu (select the column, right-click).

There is no way to split a cell that has not been merged. So you would have to do something like insert an extra column, merge the cell you want and merge the other cells around it. If you are doing it for cosmetic purposes and are not going to have two cells for different values, you could do something like draw a line using the drawing tools. It would still be one cell, so that may not be what you want.

If cells on a row have already been merged, then yes they can be split again. Select the cells in question, then go to the Format menu, pick Alignment and untick Merge Cells. If there are no merged cells, then you cannot split a row. You could do something like copy values in one row into another one, or move some values from one row into another, so that you have values that were in one row, now appearing in separate rows, or having a copy in another row.
