How do you split the utility bills between 4 people sharing a 3 bedroom apartment when the 2 individuals sharing a room are already paying less for rent?

It would be understanding that the 2 individuals pay less rent because they are sharing the room. That makes sense. You divide the rent 3 ways because there are 3 bedrooms and since two of them live in one of the rooms they slit their share. As far as the utiliites go, each individual uses just as much as the other so I believe that you should split the utilities 4 ways, not 3.
