you can go up to them and say hi and how are you. then you can go and talk about favorite things or pets, maybe if that doesn't work just smile at them and they will come over and talk with you

You can then start asking a little bit about their background and continue with their answer, but if it's someone you like and is too embarrassed to be teased at, make sure that you look like you don't know that person that well and is not somewhere crowded with people.
