There is no official way to advertise your groups. One way to unofficially advertise your group is to simply invite people to join it. Some people advertise t-shirts with links to the groups to attract users to join. If your group is a clan/guild you can also advertise it on a special part of the forums.

∙ 10y agoIn order to start a group, you need to have Builders Club. Once you have Builders Club, on the Roblox website, click on Groups. Then, click the word 'Create' at the left side of the webpage. You should be now directed to another webpage where you can name your group, create ranks etc.
