You could get some medicines from the pet store, see your vet and get the meds, or just use a damp was cloth with a touch or two of soap and clean the cut so it doesn't get infected. Then after that, most people usually use like the sterilized gauze that you can find in a first aid kit and then take some tape, wrap the gauze around the cut, and then tape it, not too lose and not too tight, just enough to let it breathe a little but without letting it fall off or suffocate it. Then after it has stopped bleeding you can take the gauze off just make sure your dog doesn't reopen it!

They have a blood quick in their nails so, if it gets hurt and the nail is broken or hurt, that is where they are bleeding from. Clean it off with a wipe if you can. Seriosly... why would u ever do that????? You would do this if your dog has a split/cracked toenail or have been cut to short to expose the quick. Yes you can use superglue to mend the nail together or stop the bleeding. They do make specific styptic gel for this purpose as well. If you have cut the quick, or trim your dog's nails regularly, it's best to have this on hand. If your dog's nail is cracked, super glue it together to mend it.
