No, a shot jaw doesn't mean inbred, it's just an unfortunate deviation of the 'normal' jaw, as set down in the breed standard. I have three Lhasa's and one of them has a quite prominent lower jaw, whereas my other two are as near to perfect you can get. Hope this answers your queation

Usually when your fish are eating a dead fish, it was already dead before they started eating it. I doubt whether your black skirts actually killed the zebra. If you haven't noticed them being aggressive before, I wouldn't worry about it (although I would definitely test my water to check for other reasons why the zebra might have died.) If your black skirts are definitely being aggressive (and they are one of the more aggressive tetra species) then increasing the size of the school will help, but only if you are able to increase it a lot. Aggressive schooling fish usually stop being aggressive at around the 8-12 mark, so adding two or three more black skirts probably won't solve the problem.
