There should be a screw at the valve end that can be screwed in and out, but it is usually so corroded that you can't. Most of the time, you just bend the rod the ball is on to adjust the water level.

When a toilet runs it is due to one of three parts that are worn out and must be replaced - the full valve also know as ballcock, the flapper or rubber tank ball, or worn flush valve which is the part the flapper or rubber ball sits on.

When there is no float ball then there must be a fill valve with a different type of float.

Shut off the water to the toilet, remove the water in the tank and replace the fill valve and flapper or rubber ball.

A toilet does NOT need THREE (3) parts to operateA toilet /urinal does not even require a tank or tank bulb /flapper /discMany fixtures can be flushed with a flushometer that either has a diaphragm / piston assembly and vacuum breaker for safety BUT does not aid in flushing

There are also pressure assisted toilets tanks NO float or water in the tank needed

If you have the type of valve with a rod and ball, there should be an adjustment screw on the top of the valve where the rod attaches. Screw it in if possible or if corroded, just bend the rod down a little bit

If you have the type that has a float that rides up and down on a shaft, it adjusts one of two ways. If there is a small metal rod beside the float, there is a pressure clip on the rod that is adusted up and down to set the level. If there is a black plastic rod, it screws to adjust the level.
