Get a spray bottle with vinegar in it and regularly hit certain spots in the garden or flower beds with it. Cats detest the pungent odor. Another option: If the cats are using a specific flower bed, try using a mulch of sharp pine boughs. I have also used chicken wire over an area where a cat was defecating, to keep it from using that area as a litter box. For both the evergreen needles and the chicken wire are uncomfortable for the cat's paws. Get a Jack Russel terrier.

None of these things will hurt your garden or the cat. If you kill a cat on purpose by the way, it is an offence.
There are products that can be used to deter cats from wanting to come near the garden. If your preference is a home remedy, cats usually don't like citrus fruit rinds and mint. You could spread rinds throughout the garden, or plant some mint within your garden to deter them.

Try and get the foxes out of your garden; the cats might follow them. If it is your own cats, you could make sure they are getting fed enough.
