Well If you spray vinegar on the spot they wont like sent and wont go by it or maybe another strong as vinegar substance will work. Tiger urine can be purchased at many home and garden stores. The dogs will not know what the scent is, but will recognize it as a big cat and will avoid it.
If your neighbour's dog is always on a lead with its owner, then kindly ask that person next time the dog pees on your yard if you could get them to make their dog pee somewhere else. If it is loose on it's own, then you could try and buy something in a garden centre, pet shop or convenience store that has a smell which puts off dogs from going near your garden, but that the smell does not affect you. You could maybe even shoo the dog away whenever it goes into your yard. But never shout at the dog or hit it.

You can get the male dog neutered, this should stop him from urinating in the house as much as he did.
