So can I assume that you drive down the road and turn off you wipers but they stay on. You are then asking how can you turn them off if this happens? If not then please rephrase the question so I can address this better.
If the wiper does not go off then several things can be wrong. first the switch can be bad. Or the button for the cleaner can be stuck. If you can recreate the problem with the car parked then do it. Then remove the wiper relay. Check the voltage on the relay connections and see if there is a signal voltage activating the relay. If so the either of the problems are there. play with connections and switches and the button to see if you can isolate the one that is sticking or broken. Otherwise you will need to remove the covers on the steering column to do continuity checks.
If you find no activation signal on the relay then check the relay itself and see if it is sticking closed. If so replace.
