The scroll saw is often called a 'jig-saw' in places other than north America.
The scroll saw is also called a 'Jig-saw' although this term is often used for the sabre saw outside USA.
A scroll saw can do this.

Obviously A router is NOT a saw. -To cut patterns use a jig saw or a scroll saw.
Keep your fingers away from the blade.
There are few potential risks as long as you follow general safety rules and keep your hands away from the blade while it is in motion. A scroll saw is not a particularly dangerous tool.
