You can stop telnet in windows XP by stopping and disabling the service that is tied to this program. Right-click my computer then click Manage and on the left windows pane click Services then scroll down on the right side until you see the telnet service. That should eliminate the listening of port 23 on this computer. HMTECH78

Actually, it is Windows doing it. In Windows 7 (maybe Vista and 8 as well), you can right click on the speaker icon and click on any of the 3 items in the middle. Then click on the Communications tab. There is an option to do nothing, and that is the one you want.
well click run as admin then at the bottem right it will say change when theese notifications apper click it then sign of and done it will stop spamming you BUT i havn't figured out how to reverse it
