Depending on what you mean by wiper slapping, most likely your wiper blades simply need to be replaced. When wipers get old, they get stiff and then they start fighting the glass because they're less flexible. So if you mean the loud clunk at the top or bottom of the cycle or if you mean the chattering/viberating of the blades on the glass, definitely the first thing to do is replace the blades. The windshield wiper fluid pump on a Honda CRV is found on the drivers side. It is located underneath the wheel well.
It is the same reservoir for the front and the rear. Suspect a bad pump, or clogged, disconnected, or cracked hoses leading to the rear wiper.

It is located under the windshield cowl (the plastic cover with the holes in it, directly under the windshield). To expose it - remove the wiper arms, and the retaining nuts on the wiper shafts, then remove the screws holding down the cover.
Remove hose from bottom of tank and let it drain. Otherwise, siphen or use turkey baister.
It is located fastened to the firewall just about iommeidiately below the hub of the right side windshield wiper arm.

Lift the wiper arm up until it stops. Locate the area where the wiper blade is inserted into the hook and look for a tab or button. Then rotate the wiper blade 90 degrees counter clockwise while pulling wiper blade out of hook. See link below for video.
