One of the easiest ways would be to select the layer that contains the item you would like to stretch.

Ctrl + T Or Cmd + T - This tool is transform and can be found in one of the tabs above your canvas listed at the top of the program.

Using the bounding box constraints select an anchor point and drag from either side or just one side to resize to your desired requirements.

Then press enter to complete the transformation.

WARNING: Stretching your image may distort it.

Go to the move icon on the left it looks like 4 arrows.

And then just click and drag the picture or object.
